Win32's lower bound was always wrong
I don't know why, the `failWith` fix was only released in
Win32-2.5.0.0.
Maybe it had to be >= 2.4.0.0 because previously Win32 was fetched from
GitHub as a tarball of the commit with the fix, before the package
version was actually bumped to 2.5.0.0.
